Albanian Low Cost AirlineAs the only Albanian budget airline Belle Air offers more low cost routes to Tirana than any other budget carrier - though almost all of the routes are from Italian airports.
However, with lowest one-way fares of €74 including taxes, these are the cheapest flights to Tirana from practically anywhere - only germanwings flying from Cologne Bonn in Germany can beat these fares. Certainly this is your best option from Italy.

Admittedly not the greatest of BA's low fare deals. But flight options between the UK and Albania are a bit limited at present.

Italian Low Cost AirlineWhile Belle Air (see above) already operates numerous low fare connections between the Albanian capital and airports across Italy, Italian competitor MyAir has now introduced a new low cost route between the Adriatic port of Bari and the city of Tirana.
Expect to find cheapest one-way fares for around €48 including taxes. It doesn't get cheaper than this.
